Comes now the Petitioner and moves this Honorable Court for an order for service by publication, and for cause would show, the whereabouts of the Respondents Shila Azarbin and Christian Corum is unknown and cannot be ascertained by diligent search, as evidenced by the affidavit of non-service attached hereto, and therefore personal service cannot be served upon Shila Azarbin and Christian Corum.
It appearing to the Court from the sworn affidavit that after due diligence the ordinary process of law cannot be served upon Shila Azarbin and Christian Corum.
It is therefore, ORDERED that the Respondent be served by publication of the following Notice for four (4) consecutive weeks in the Union News Leader, a newspaper published in Union County, Tennessee, and the Las Vegas Review-Journal, a newspaper published in Clark County, Nevada.
It is further ORDERED that if the Respondents Shila Azarbin and Christian Corum do not enter an appearance or otherwise Answer the Petition, further personal service or service by further publication shall be dispensed with and service of any future notices, motions, orders or other legal documents in this matter may be made upon the Respondent by filing same with the Union County Juvenile Court Clerk.

The above described property is conveyed subject to the curve creating the culdesac, or turnaround, and the said culdesac, or turnaround may be used as an easement for the express purpose of turnaround, being more fully set out and shown on the survey above referenced.
There is granted to the party of the second part, her heirs and assigns, an easement and right-of-way, Forty (40) feet in width for ingress and egress from State Highway 61 and the property herein conveyed with said easement and right-of-way to be permanent and run with the land herein conveyed, and being located over, across and through those certain roadways designated as Richardson Lane and Warwick Lane. This easement and right-of-way shall be shared in common with and be subject to the use of any and all other person heretofore or in the future designated by the grantor, Von E. Said property is conveyed subject to all applicable easements, restrictions, reservations and building set-back lines, including a ten (10) foot drainage and utility easement inside all lot lines and a minimum set-back line of thirty-five (35) feet along all roadways.

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by Union County.
REQUEST FOR RELEASE OF FUNDS
On or about March 12, 2026 Union County will submit a request to the Tennessee Department of Economic and Community Development for the release of Block Grant Funds under Title I of the Housing and Community Development Act of 1974, as amended, to undertake a project known as Union County EMS Improvements CDBG 2025. The proposed project is located at 147 Oakland Road, Maynardville, Tennessee 37807 on a 4-acre parcel that contains an existing office building. Union County proposes to construct a new one-story, four‑bay ambulance garage to support emergency medical services (EMS) operations on the parcel. In addition to the new construction, the project includes minor, non-structural interior renovations within the existing office building. A driveway to the ambulance garage will be paved on the parcel as well. Funding includes $761,850 in CDBG funds and $134,444 match, for a project total of $896,294.
FINDING OF NO SIGNIFICANT IMPACT
Union County has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the Union County Executive Office at 901 Main Street, Suite 124, Maynardville, TN 37807 and may be examined or copied weekdays 8:00 A.M to 4:00 P.M.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the Union County Executive Office at 901 Main Street, Suite 124, Maynardville, TN 37807. All comments received by March 10, 2026 will be considered by Union County prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.
ENVIRONMENTAL CERTIFICATION
Union County certifies to the Tennessee Department of Economic and Community Development that Jason Bailey in his capacity as mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The Tennessee Department of Economic and Community’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Union County to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
The Tennessee Department of Economic and Community Development will accept objections to its release of fund and Union County’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of Union County; (b) Union County has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by the Tennessee Department of Economic and Community Development; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Tennessee Department of Economic and Community Development, Community and Rural Development, 312 Rosa L. Parks Avenue, 27th Floor, Nashville, Tennessee 37243- 1102. Potential objectors should contact Community and Rural Development to verify the actual last day of the objection period.
